Authority Types
Google Sites provide three kinds of authority. It is possible to setup for each user on Google Apps account basis. Moreover, each authotity type could setup for multiple accounts.
Owner, manager
-Authority to edit the whole site and grant authority to other user account.
Collaborator, editor
-Authority to edit the site. Unable to grant authority.
Viewer
-Authority to view the site. Unable to edit contents or grant authority.
